Minister for Europe and Foreign Affairs of the Republic of Albania, Igli Hasani, stated that negotiations for Kosovo’s agenda placement in the Committee of Ministers of the Council of Europe have intensified in the past days. He emphasized the importance of finding an optimal solution for Kosovo and the Council of Europe.
Regarding the new condition imposed on Kosovo in this process, Hasani stated that it came from several important Council of Europe member states, which have been highly engaged in the Kosovo-Serbia dialogue process in the past two years.
He highlighted Albania’s support for Kosovo in this process and emphasized the ongoing collaboration between the two governments.
Hasani discussed the recent request from France and Germany to refer the draft statute of the Association to the Constitutional Court for membership in the Council of Europe.
He reiterated that Kosovo has already fulfilled many criteria for membership and that the decision-making process within the Council of Europe is complex due to differing opinions of member states.
Hasani addressed the question of whether Kosovo should refer the Association to the Constitutional Court for membership in the Council of Europe, stating that it’s ultimately Kosovo’s decision. He emphasized Albania’s continuous support and coordination with Kosovo in this regard.
Regarding Prime Minister Albin Kurti’s statement on not mixing the normalization process with Serbia with Kosovo’s membership in the Council of Europe, Hasani explained that while international organizations like the Council of Europe have clear procedural frameworks, political decisions also play a role, leading to complexities in negotiations.
